[Collins] KWS-1 Crystal problem

I have a problem with my KWS-1 that has me stumped.

A while back I mentioned that I was looking for a 13.000mc crystal for
the 10 meter HI band. Mine is barely getting .1 volts of drive while all
the other bands have well over 1 volt of drive. This low drive only lets
me load the KWS-1 up to about 250 watts output rather than full output
like I get on the other bands. 

At first I asked around for an old crystal but ultimately decided to
order a new crystal from JAN. I figured this would get me a good active
crystal to get back to the 1 volt minimum drive, plus, the old crystal
was off by 3 kc and when doubled, that put me at 6 kc off, at the end of
my fiducle adjustment range. I figured the new crystal would get me
pretty much back to center of range. Since I was going to order one
crystal, I checked my others and, while drive was good, the 11.000 mc
(20 meter) was off by a couple kc and the 12.500mc (10 meter LO) was off
by 3kc so I ordered them too, hoping to get evverthing back on the
center of the range.

Now my problem:

I have received the new JAN crystals, and I can't get either of the two
10 meter crystals (12.5mc and 13.0 mc) to oscillate at all. At first I
had problems with the 20 meter crystal (11.000mc) but was able to peak
that up to about 1.0 volts, although the original crystal gets me 1.5
volts. The new crystal does get me back on frequency and the 1 volt
drive lets me load to full output OK.

However, nothing I do gets me any drive on the two 10 meter crystals. I
don't get any sense of oscillation at all. Yet if I plug the original
crystals back in, it works fine, except of course for the low output on
the 13.000mc crystal. I've gone thru the entire range of tuning for the
inductor for peaking the output on 10 HI and LO, but nothing gets them
to oscillate, there is no indication with either rf drive voltage, a
receiver monitor or frequency counter that they are working. 

I returned them to JAN and they tested them, they responded that they
were working perfectly in their test jig and matched the Collins spec
for those part numbers exactly.

So, any suggestions why one pair of crystals (old ones) work OK and
brand new ones refuse to work at all, even though they have been tested
outside the transmitter and shown to be fine?
