What line voltage are you running? Are the wires from your service panel
to the shack big enough for the current? There could be a lot of voltage
drop from running on 120 volts.
And as JAMES T BRANNIGAN says, have you compared the plate voltage
metering to a known good meter? Those metering resistors could have
drifted from heat, humidity, age, and high voltage.
