[Collins] 30L-1 ALC problem

Hello,

I recently acquired a 30L-1 amplifier that works fine except for no ALC
output.  I checked the resistors and the diode in the ALC circuit.  The
output is not shorted.  Is it possible for the mica capacitors to fail open?
