[Collins] 516f-2 Bias problem

I have a KWM-2a powered by the matching 516f-2 supply....I can't seem to 
adjust the Bias on the 516f-2 to read less than 80ma on the kwm-2a....The 
same 516f-2 power supply was tested on another kwm-2a and 32s-1 and there 
was no problem getting the Bias down to 40ma....I suspect its in the 
radio...Is there any adjustment I can make to the Kwm-2a?
