[Collins] Reflector protocal

The same reply characteristics were initially true for the R-390 list when
they moved to mailman.qth.net a few weeks back.  But now it's been
corrected.  A simple "Reply" is sent only to the author of the item, and not
the list.  A "Reply to All" is to the author with one copy to the list.  So
apparently what you're asking for is still possible with the proper
administrative configuration.
