[Collins] 6146B Circuit change

The only comment I recall seeing was "DON'T use 6146B." Not because of
neutralization but because the output tank components (probably the
loading padding capacitor) and handle the extra current from loading up
6146B to their full ratings.

I put 6146B in my 32S1 decades ago and I didn't change the
neutralization circuit. I also run them at 6146 ratings. The tubes will
last virtually forever and I don't fry the output tank components. That
is the proper way to run 6146B. The added 1 dB from running the extra
power of the 6146B won't be detected at the other end of any path, yet
the added melting of tank circuit components will be detected locally.
Switch wafers and large compression mica capacitors are not readily
obtained nor easily replaced.
