I would start by replacing the finals and neutralizing the driver and
finals.

> Hello. I'm a new owner of a 32S-1 transmitter, and when I checked the
bias setting per the directions in the manual, I could not get the 40mA of
plate current recommended in the directions. The lowest it would go is
150mA, and the highest was enough to pin the meter. I checked the bias
voltage from the 516F-2, and it was adjustable from -25v down to -140v. No
matter where I set the bias, the plate current just ran away. I looked in
the PA cage, and found that the tubes were 6146B's. I seemed to remember
that 6146B's are nearly impossible to neutralize for very long in a circuit
designed for 6146's. Has anyone had any experience with this? Any
suggestions would be appreciated.
