Even if you never expect to use either band  (135.7 - 137.8 kHz ; 472 - 479 kHz), REGISTER!
Doing so prohibits UTC from deploying future PLC's within the 1km radius of
your station and further helps hams.

I don't expect you will receive a response
unless they want to contest your notification.  For that matter, this
may go into a bit bucket and never be seen by anyone.
This will probably be incidental paper work for the lower 48 states
and I don't think anyone is going to spend much time scrutinizing.
