Bob:
    It is important to make measurements of radio noise before a BPL 
program starts in any given area.  Therefore, a first order of business 
might be to devise a set of standardized tests that amateurs could make. 
 Then, if we have adequate notice of the startup of  a BPL field trial, 
we could begin making measurements immediately and thus collect some 
baseline data.

I know of no plans for any of the eastern Colorado electric utility 
co-ops to test BPL.
