[CoARES-D10] Annual meeting follow-up

One item that was requested at the annual meeting was a "check-list" of 
those items to consider if you are tasked with planning an event. I have 
been working with the DRT and their "Mission Planning" documentation and 
have extracted, as a web page (what else ;-) the information that would 
be most useful to anyone planning an event (at least I think I have most 
of it).
