[CoARES-D10] Reflector status

HI Guys and Gals,

Well as all good things come to and end so has this reflector apparently.
I asked Richard, K0RAW who he wanted to administer this one, and apparently
it no longer meets the needs for D=10. 

Thanks for all who contributed to it and for all who are active in ARES
D-10.

Below were his instructions, of effective immediately, this reflector will
no longer be a point of contact for official ARES announcements.
