[CoARES-D10] ECom Release 5

For anyone that has not finished the ECom material, I have posted the 
Release 5 update where release 4 was (for HTML)

and have the PDF copies at http://www.w0ipl.com/ECom/Rel5/ Richard has 
the userid and password (same as release 4) and anyone that wants a copy 
of the PDFs can also send me an E-mail directly for the uid/pw.

There are NO CHANGES that affect the ECom tests! This is just the fine 
tuning of presentation and organization. The people that have reviewed 
it said that it reads a lot easier and flows well. I do not anticipate 
any further changes in the material after this level.

I encourage anyone that has not taken the ECom material to do so. It 
will take you less than three hours to read the material and take the 
tests. If you would, please see if you can spare three hours between now 
and the end of the year. If you can, wonderful! If you can't, then 
thanks for at least thinking about it.
