[CoARES-D10] Add to the D-10 web page

I listened to the exercise yesterday and it sounded like there were 
several special "adjustments" in antennas, etc. that had to be made. 
Would you write down any special requirements you found necessary and 
send them to me?  I'll put up another web page, attached to the D-10 web 
page, with that information. Please be very specific in what you write 
up, including the location (include the room designator if that is 
important) and any special equipment or orientation, etc.

Over the course of several exercises we should be able to gather the 
special requirements for each regular location and have it available to 
all in printable form (might just make it easier to bring the correct 
equipment for "the real thing" ;-) .
