[CoARES-D10] D-10 web page links

I have been working on the correction of a few of the links we have in 
the D-10 web page. In doing that I notice that we have over one half of 
the 1100+ lines of code for that page just to handle links for weather, 
TV and Radio stations. How much of that do we really need? I am firmly 
convinced that ten or a dozen, at a minimum, are essential. The problem 
is that we still (after I deleted several dead ones) have in excess of 
110 links just for weather, radio and TV stations.

I was working on one E-mail I received that made note of several errors 
in those links (than you thank you for taking the time). The problem was 
that the person had done a cut and paste of the link on several of them, 
thus I got the narrative rather than the actual URL on those. That 
triples my time to make the corrections.

I also found that NCARC, LRA and WARS had ALL changed the location of 
their web pages (NCARC and LRA had forwarding pages so I got those 
corrections made).

Please do not misunderstand me. Links are what makes the Internet so 
powerful. My question is how many are really useful and needed for D-10?
