[CoARES-D10] "No Traffic"

My comments about "No Traffic".

When I am NCS I like to hear a definitive answer to whether
or not they have traffic.  The assumption that they do
not have traffic is probably 99.99% correct, but I feel
more comfortable with a straight answer.


It might be instructive to skip that part altogether.  After checkins
NCS would say, "Any stations with traffic please call now."
and the trafficers would have to jockey for attention from NCS.
That would be more realistic to real-world deployment.

I remember well getting stuck out in the hinter lands and
not being able to get the NCS's attention. 

The more I think about that idea the better I like it.  It would
help train the NCS to prioritize and train the net partcipants
in how to get their traffic handled.
