[CoARES-D10] HF propagation

If you have not had occasion to use HF in the last few days I'll bet you 
didn't notice that propagation has been lousy. Solar storms and all that.

I have been watching prop. forecasts and have been seeing numbers and 
references that I didn't understand, so I went looking for what they 
actually mean.
http://www.sec.noaa.gov/NOAAscales/ has several tables that define at 
least some of those numbers.

Take a look. Interesting stuff.
