[CoARES-D10] APRS information

I have just posted the APRS information received from Rob, KI0IO, about 
the AGWPE software and the PC interface.
That updates the initial information I put up on UI-View and TNC 
installations. I am still looking for as much info. as we can get to 
make the implementation page actually a resource page for APRS.

Thoughts / comments / input?
