[Cliffdwellers] QRM on HF

I had set up a 120' loop antenna on my townhouse attic.  I hooked it up to an Icom 751 using a ladderline.  As I scan across each band. I noticed a +9 tone every few 100 kHz.  Although I am able to tune it out using the notch filter, it comes up whenever I scan which means I can't hear anything unless I manually tune it out.  
 
Does anyone know what the cause for this is?  I haven't taken a closer look e.g. recording how far apart they are but I know it is present on ALL bands.  I thought it was my PC but shutting it off didn't make a difference.
