Your friend has a lot of options, really. Here are just a few random ideas
--random wire and tuner
--mobile whips
--dual-mobile whips (set up as a dipole)
--homebrew loaded vertical (easy to make one)
--indoor dipole (with ends bent on 20) and tuner
--indoor full wave loop & tuner (may have to bend it a bit, so maybe not
perfectly round)
--commercial small magloop, like the ones MFJ sells (very pricey but the do work
suprisingly well)
--compact commercial vertical mounted on balcony
All apartments don't present equal antenna challenges, so he may be able to go
for something bigger and more elaborate, or may have to be really very stealthy.
The site and landlord and neighbors will determine this. Space is one thing, but
if you have to truly hide the fact that you have an antenna and are
transmitting, that resticts things like wire guage, feedline, etc. Nonetheless,
he should be able to get something installed that will be invisible or compliant
enough, and work pretty well.
Be sure you can get a good ground connection for any of the monopoles (I have
used Ten Tec 'artificial counterpoise' box with some success for this), and be
careful about power levels and RF exposure with any of the indoor antennas.
