Not quite sure what you mean.  Is it 15 kHz high (give or take) on all bands?  Is it possible that the kHz dial is just offset 15 kHz, and needs to be loosened from the shaft and rotated?  Have you checked the crystal coil adjustments on each band?

(Looking for the simplest answer)
