It is certainly 'in the box'.  New?  It looks pretty good on the outside. 
The inside of the chassis looks pitted and has some film on it.  The can cap 
in the back has a band around it like it might be a re-build possibly? 
Regardless, $595 is pretty steep for a 10A, even if it was NIB.

Just my .02 worth.
