[Central-Electronics] 100V Question

When checking my 100V I find that even with the mic gain fully 
clockwise, I get very low drive.
If I by-pass the Audio Filter module,  it is much better.
My question is, On the Audio Filter, ( not the limiter ) should I have 
the same strength signal coming out on pin #5 as I have going in on Pin #2.
Mine is way lower coming out then going in.  V6 (6U8)  is new and the 
socket cleaned with deoxit.
