[Central-Electronics] MM-2 up/down action

After replacing the caps that Nick Tusa recommends at his website in my MM-2
it is working much better. C17 was definitely vey leaky according to my EICO
Cap bridge.  The only thing now is the up/down control for the display will
move the horizontal line from the middle to the top of the screen but I
cannot get to move from center down near the bottom what so ever.
