You can contact Dominic ("Nick") Tusa directly from his website (posted
below).  If you disregard the "buttons" on the left side of his site and go
into the paragraphs below you will see anothe reference to CEL.  Click on
that and it gives several explanations on the 100/200V and other items.
Sending an email direct to Nick will probably get you the best results.
