[CALV-AUXCOMM] Tentative Skywarn Class for tropical weather

Per the Skywarn page, there are two tentative classes.

Severe weather class scheduled for Carroll County. But a tropical weather
class is scheduled for Prince George's County on August 2. Currently no
location as it could be the EOC or even UMD based on prior PG County
classes. No registration link yet.
