The advertising says yes. The manual isn't great and silent on the matter,
but the CPS software is fairly unique compared to most I've seen.

You click on the channel assignment and it brings up a menu to enter all
the parameters such as bandwidth, modulation type (AM, FM, LSB, USB, DSB),
and explicit offset, not necessarily by the defaults as in most software. I
haven't tried it in crossband so I can't address it with full authority as
I've experimented with the spectrum analyzer so far. Reviews that I've seen
don't address the crossband aspect explicitly. (One of my goals was to use
this radio to identify active POTA/SOTA spots for when I'm hunting as an
activator may have gone off air when on another hunt.)

Note: When I downloaded the software Microsoft made me go through some
hoops as it isn't a frequently downloaded product.

Next week I'll be having cataract surgery and will be doing more
experimentation with this radio and the RadTel RT-860. It's one of three
radios with the donut antennas I mentioned last night. I did note that in
some online reviews the newer models, at least, could switch to an active
frequency in the spectrum analyzer with a screen touch. The 860 had good
harmonics compared to most other RadTel radios.
