It would be rare to see NVIS propagation on 20M. If you do hear someone “nearby” on 20 it’s either ground wave or back scatter.
The site below gives a real time prediction of the maximum usable NVIS frequency based upon location and the current state of the ionosphere. The maximum frequency for NVIS is typically the “critical frequency” mentioned in any book on ionospheric propagation like the ARRL Handbook. As I write this email, the current max NVIS frequency for us is about 5.4 MHz.
