[CALV-AUXCOMM] Rule change for EMCOMM feedback requested

Part 97 is pretty basic and simple as it is now. Let’s hurry up to make it complicated and have more infractions by making exceptions to simple rules. I know, let’s make it like a comprehensive health care plan!
