Here is the plan for the hospital/health department drill this Thursday, Oct 5th.


Bill, N3XMZ, Jim, K3UGA and I will be at the Calvert Health Department for the drill and will have that station up as K3CAL beginning at approximately 17:00.  As part of our Calvert "mini-SET" I ask that those traveling to the CARA meeting that evening try to contact us on 146.58 simplex so we can get a feel for the simplex coverage from the health department.


Also, if someone is coming to the CARA meeting from the north, request you stop at Huntingtown High School (a designated Calvert shelter) and try to work us on simplex from the school parking lot.


Drum Point .... if possible, try to work us on simplex from the Drum Point community center station before heading out to the CARA meeting.   Coverage predictions indicate this path is "just" possible at 50 watts.  Let's see if it works.

The PRGE's County ARES Fourth Quarter Hospital Drill is scheduled for October 5, 2017 at 1930.
 
Hugh W9WNH will be net control at 1930.  At 2000 we will transition to the CMRG, 440 Linking System.  I will do a roll call and the Drill will begin. We are treating this as an activation.  We got the call, we respond, we perform.
 
Drill Scenario:
 
This October 5 Drill scenario is a rapid response to a callout by Maryland Emergency Management Agency expressing concerns regarding Hurricane Elmer. Elmer is a category 5 storm predicted to devastate Ocean City, Worcester County, MD. Loss of Internet, phones and power is expected. Strong winds along the Atlantic coast will be a major concern for many Eastern Shore counties. Loss of communications may cause a heavy burden throughout the State and District of Columbia as resources from different counties are called into play.
 
Call for Help:
 
State Health Department, local Health Care Facilities, State and local Emergency Operating Centers have responded by calling for ARES support. Radio operators are asked to report to health care facilities having operational Amateur Radio stations as part of their emergency preparedness plan.
 
Winlink operators are especially needed to handle emergency traffic for served agencies and health and welfare for the many citizens expected to be affected by Hurricane Elmer.
 
Expected Response:
 
Over the next 10 days prior to expected landfall, ARES radio operators will initiate a detailed test and inspection of the emergency backup communications systems, document and send their findings to their EC, with copy to me. ICS Form - 214a Event Logs, Winlink Express Logs, copy of messages and operator notes are to be sent to the Incident Commander at the end of this event. PRGE ARES would like to suggest all MDC Section ECs consider staffing a hospital, health department or Emergency Operating Center as part of their county SET.  Counties who do not have operations in these facilities consider deploying and setting up operations in the parking lot and establish a possible comms link among the three services. That information could be important if ever approached to provide emergency backup communications for these Served Agencies.
 
In addition to your individual county SET plans it would be nice to be able to report that a number of hospitals, health departments and Emergency Operating Centers within the Section played a major role in the 2017 SET.
 
If interested, include details in your SET report to Jim Montgomery, wb3kas at aol.com mailto:wb3kas at aol.com for inclusion in the SET report.
