Jim,
The location of the coils does make a difference. They were developed to be "add-on" to antennas already built to W9WIS's article at:
http://www.marc.on.ca/marc/ares/documents/NVIS_2040-80_20antenna.pdf
The coils with the # of turns and lead length specified go between the top cap and the wires that would have otherwise been mounted to the top cap.
