Actually, the templates should be unzipped into the Global folders/Templates folder in Winlink Express. This allows anyone that uses Winlink express under another callsign to have access to the templates as well. If only one callsign is used per computer, then it is not needed.

Subject: Winlink ICS Forms
To All PRGE ARES Hospital Winlink Operators and Casual Winlink Users
At the November 14 ARES Meeting there will be a brief question and answer session about the use of the Winlink ICS Forms. These forms are as close as possible to the print-version ICS forms as used in the (USA) National Incident Management System (NIMS).
The most common ICS form used in NIMS is the General Message Form, ICS-213. Most lilely this will be the only form required by you in hospital environment. No guarantee, no promises. This will be the main focus in the January 2017 PRGE ARES Hospital Drill. The tentative plan at the moment is to exchange simple 213s among hospitals in and out of the region. Wanda, KA3AHI, is working on other hospital Winlink radio operators across the Section to join us in the Drill.
Below are two Winlink forms web sites. The first one is a general description and the second one is the zip file of all currently constructed Winlink ICS forms. Check this second site often for updates.

Download the above file to the Templates folder under RMS Express on you C: Drive. Unzip this file in the Templates folder. You will all the ICS forms listed in the above web site.
Open Winlink Express. Click on Message then New Message.
Click on Select Template . Double click on the 213 form and it will open in a separate window. Fill it out and select Submit when finished.
Your input will be displayed as text in the body of the message. Post it to a recipient who is also using ICS forms. Otherwise the recipient will only see the same text you see in your message. He/she will see the form filled out at the far end when the attachment is opened.
Practice among yourselves next week, but not with us! We are going on a much needed, long over due vacation and leaving the computers at home. We will be back in time for the meeting at the new EOC on the 14th.
