[CALV-AUXCOMM] Resignation as EC

I recently wrote to the AECs, and spoke of this during the last CARA
meeting, that I am stepping down as the ARES Emergency Coordinator.
This resignation is effective November 1st but would appreciate someone
taking over this responsibility before then.

Whomever takes my place must be approved by the MDC SEC and MDC SM.

All documentation will be made available to the new EC and the website
will need to be moved to another server.  If no one has stepped up by
November 1st to take over I'll provide all the information and website
information to the MDC SEC.
