[CALV-ARES] Tropical Storm Joaquin?

According to the 4PM summary update from NWS Baltimore/Washington DC they are 
starting to include in their forecasts the possibility of Tropical Depression 
Eleven[0] becoming Tropical Storm Joaquin and possibly affecting our area this 
weekend (just in time for the flooding/hurricane SET exercise[1]).

Everyone should keep a watch on the forecasts and we may need to up our alert 
level towards the end of the week.  Now would be a good time to make sure that 
your emergency kits[2] are where you think they are and that your batteries 
are charged and equipment is ready.

Next update will be at ~6PM Tuesday.
