[CALV-ARES] Winlink via APRS

At the meeting, last night, we discussed (ever so briefly) the ability to use 
Winlink over APRS (it's called APRSLink).  In fact, APRSLink provides the only 
way to get notified of pending APRS messages in the field without manually 
checking Winlink every so often. 

I've used this service for years and it really works well.  I don't, however, 
recommend using it to read messages as you'll end up reading the message on a 
tiny screen and you won't be able to download the message later.  But being 
notified of pending messages is a great service!

Take a look and maybe we can all test this over the coming days/weeks.
