We have excellent communications and directions with Calvert Department of
Emergency Management Chief, Bobby Fenwick, as most are well aware. Quite
sure if any communication needs should occur that we will be notified ASAP
and we will respond according.
The best that can said for now is just maintain listening to the Sunderland
Repeater and 2-Meter Simplex frequency for the duration of this storm.
Jim Montgomery/WB3KAS, MDC SEC, sent out an email earlier with what other
M-DC Counties have sent to their respective jurisdiction. It is an
interesting read as Jim said. Please take time to read these emails found

I will be at work on Monday, March 3 from 1300-2000 Hours. Our CALV-ARES
Leadership Team (EC and AEC's) will be monitoring the situation and will let
everyone know if any action is needed from CALV-ARES for this
sleet/rain/snow storm approaching us the next 24-hours.

I tried to hold off as long as I could in hopes I would receive a county wx
report.
I have not received anything nor have anything to report from or about our
county relative to the storm. However, being the MDC SEC, I do get reports
from other counties in the section. For that,I am very appreciative of their
efforts.
They are interesting reading and much can be learned from them. Please
study the maps from HOWA. Very informative. Tnx Dave.
I will send out anything on the matter as soon as I get one.

Details of the anticipated weather have been sent out by OEM by Katrina
Hein. If you have not been receiving these emails, please let me know and i
will forward them to you.
At the moment, there is no plan to put anyone at the EOC. However, we have
been asked to conduct a weather net, and to provide inputs via WebEOC. All
plans are subject to change in response to OEM requests and to Mother
Nature's whims.
At this point, an informal net on .135 will be adequate. As before, we can
use 449 as a back-up. If other folks want to set up chatter on .135, that
would be ok, but we should tell them what's going on and ask them to leave
reasonable pauses between transmissions to allow those with observations to
break in.
We will work in shifts, so that no one will get stuck for the duration of
the storm.
Planned shift periods will be sent out as soon as possible.
On reporting:
OEM and NWS were very pleased to have the pictures that Mark took during our
last adventure. While I do not advocate anyone heading out under freezing
rain or sleet conditions, whatever pictures you can take safely would be
welcome.
For the time being, please email the pictures to me. If you have access to a
Google Drive, you could put them there, and send me a link.
Measured data is preferable to estimated data.
* Snowfall should be measured using a ruler. Report the average of
three measurements taken a few feet apart.
* Rainfall should be measured using as rain gauge. If you don't have a
gauge, then report the intensity of the rain in terms of visual data, and
report the period over which that occurred.
* Sleet should simply be reported as occurring.
Please report the time of your observations and the location at which of the
observation. Please describe the location in terms of a nearby street
intersection, or a zip code.
To prepare to do all of this, I would like to have a couple of pieces of
information:
* Do you have a current understanding of WebEOC, are you comfortable
using it, and will you be available for some portion of the storm's
duration? Please let me know which periods of time which would work best for
you.
* Would you be comfortable acting as net control and which periods of
time would work best for you?

Current Situation
The National Weather Service has issued a Winter Weather Warning for Anne
Arundel County from midnight tonight through 6 p.m. Monday. Precipitation
will begin as rain this afternoon as temperatures will be in the mid to
upper 40's. Temperatures will start to drop this afternoon and into the
night. Rain will change to sleet around midnight and then to snow between
4-6 a.m. The heaviest snow fall will be between 7 a.m. and 2 p.m. tomorrow.
Total accumulations are now expected to be 10-14". Snow will end tomorrow
evening. Temperatures will continue to drop Monday and will get into the
single digits Monday night with wind chills around 0.
Impact to the County
Sleet after midnight may cause dangerous driving conditions. As of this
writing, all dialysis centers are open tomorrow. The storm may have an
impact on our ability to get patients safely to the centers for treatment.
No expected flooding with this event and since temperatures will slowly rise
later this week, we will not have a rapid melt off or ice damming. No
expected ice formations on trees or power lines and hopefully will not cause
wide spread power outages. With the amount of snow we are to get, roofs of
buildings and structures may be affected.
Resources Needed
None at this time. Let me know of any unmet resource needs.
Facilities Management has requested that all agencies park their vehicles in
one designated area so they can effectively clear snow from the lots. All
agencies are also again reminded to contact Facilities Management for their
snow removal needs and not DPW.
EOC Activation Status and Actions
The EOC will partially activate Monday morning, 3/3 at 6 a.m. for the first
operational period. The second operational period will begin at 6 p.m. EOC
reps from Police, Fire, Road Closures, Dept. of Aging, Rec & Parks, Central
Services, GIS, Calltakers are expected to be activated. Contact via email
Teresa Chapman with the names of your reps for the first and second
operational period.
Nursing Homes and Assisted Living Facilities will be contacted via Code Red
to monitor needs and report any power outages.
A Press Release will be drafted an issued by this afternoon.
Road Operations will open districts at 9 p.m. tonight.
Closings
No report from Public Schools as of this writing on closings.
A decision on County Government offices openings will be determined at a
later time.
There will be no trash pickup tomorrow.

All; Just concluded the MEMA/NWS Sterling 1600 hours conference call.
Currently, Sterling is forecasting the following for Charles:
Winter storm warning remains in effect from 0300 hours to 2100 hours Monday.
Precipitation type: Freezing rain changing to sleet and then to a heavy wet
snow. Snow could be heavy at times up to 2 inches of snow per hour.
Accumulations: Upon one/tenth an inch of ice then 6 to 10 inches of snow.
The maximum amount we will receive is 12.8 inches of snow.
Timing: Rain will change to freezing rain and sleet late tonight. Then the
sleet will change to snow tomorrow in the early morning hours and will
continue until evening.
Temperatures: Dropping temperatures will be dropping from the lower 30s late
tonight into the mid 20s Monday.
Winds: North wind 10 to 15 mph with gusts to 35 mph late tonight and through
Monday.
Emergency Services is not activating the EOC at this time. An evaluation of
the situation will occur at 0700 hours Monday, and a decision about any
needed activation will be made at that time. All amateur radio operators are
asked to ready your Go Kits, make accommodations for your families and be
prepared for any activation and/or deployment. The primary frequency will
be 443.700 MHz using the repeater and 146.535 MHz simplex as a
secondary/tactical frequency. Thanks in advance for your preparedness and
participation.
