[CALV-ARES] New Emergency Operations Plan

(I meant to send this last weekend but...)

Good evening all!  I'm going to take a break from hacking on the Emergency Operations Plan.  After November's meeting I received some good feedback on what should be in there, other things that would be helpful, and some stuff to trim out.  With that in mind, I present you with the current version of the EOP[0].  I'm going to let this one simmer for a bit but PLEASE feel free to give me feedback.  If something is missing, sounds strange/dumb/crazy/confusing/other, or otherwise rubs you the wrong way please let me know.  I hope to add more useful information in the future but I also want to keep it fit and trim (and easy to reference).

If anyone is having difficulties downloading the file please let me know and I'll happily provide it to you via email, thumbdrive, or dead tree (sorry, stone tablets are not currently available).
