[CALV-ARES] Twitter account for SKYWARN< Sterling, VA

There is now a twitter account > @wx4lwx for sending SKYWARN Activations and
other related information.  SKYWARN in Sterling has been sending out emails
for activations, however, they were finding out people did not receive them
for hours later.
