Calvert ARES members, 

See revised time line further down in this email. Not too much activity Friday evening other than alerting your EC about your availability. 

We've basically answered that question for the responses I got to my email earlier this week and at the meeting last night. But if you want to respond to the SEC's request by emailing me again or calling me on the 146.985 repeater, that would be fine. 

The email below states that SET will run from 0600 to 1600 local tomorrow, Saturday, and we will be asked to activate out EOC (played by Bill, N3XMZ) at 0800 Saturday. 

Bob, N3PPH, will be checking in to the Maryland Emergency Phone net on 3.820MHz this evening and tomorrow morning, but if you have HF capability, you're encouraged to listen in. 

We'll still probably run through the callout tree phone list this evening at a reasonable hour just to try it out and alert folks to the drill activation tomorrow.

Section will be conducting this year. In the event of an actual 
disaster, it is possible that we will use this section-wide email 
method to alert the membership about critical information. There is a

2013 Simulated Emergency Test Announcement 

Date: October 5, 2013 

Time: 0600 to 1600 hrs, local 

Section Frequencies: 3.820MHz and 7.242MHz 

Scenario: 

Hurricane “Chessie” forms off the North Carolina coast and moves 
into the mouth of the Chesapeake Bay, causing widespread flooding along 
the coast and into the tidal area. The Maryland mountains to the west 
will experience landslides and flooding due to heavy rainfall. Many 
portions of our state will suffer from power outages and communications 
disruptions. Less affected areas of the Central region will have to 
deal with an influx of evacuees possibly from PA. 

Preparations: 

1. WI3N will distribute this document to subscribers of the MD Section 
Newsletter and ECs in the section, along with a request to notify the 
SEC of planned county participation on Oct 4. Participating counties 
will be asked to send a liaison to the Maryland Emergency Phone Net 
(MEPN). 
2. WB3KAS will distribute a message on the Emergency Coordinator email 
reflector, warning subscribers of the approaching hurricane and asking 
volunteer operators to contact their county EC with information on 
their availability for deployment. 
3. The information in #2 will be repeated on the MDC-ARES reflector 
group. 
4. On Friday evening, Oct 4 late, WI3N will distribute an update 
message including a simulated NWS forecast. The instructions to 
contact your EC will be repeated and subscribers will be informed of 
the pending MEPN activation on Saturday morning. 
5. The information in #4 will be repeated, along with an update that 
the state and county EOCs will be activated at 0700 Saturday morning. 
6. The SEC and STM need to line up volunteer NCS stations for the MEPN 
on Saturday. Action for W3YVQ. 


Saturday, October 5: 

1. Activate the MEPN on 3.820MHz 0700 and at the top of the hour for 10 
minutes through 1600 same day. 
2. Have liaison stations go to the WV, DE and VA section nets with NTS 
traffic to their SECs advising them of the MEPN’s status and 
requesting a liaison be sent every hour to the MEPN. 
3. Have the county EOCs get information on current weather conditions 
from as many adjacent MD counties as possible. This can be via relay 
from 2m or directly to the MEPN. Have stations send the weather status 
in ICS-213 format if possible. NCS can direct them to www.arrl.org to 
download the form. 
4. The county EOCs will request ICS-213 messages from each county with 
a count of ARES members who have received IS-100, 200 & 700 training. 
5. Request local county SETs send ICS-213 traffic to the SEC with a 
count of amateur’s participating in their exercise. 
6. Traffic may also be sent via Winlink 2000. 
7. In the absence of a state EOC, the PRGE ARES EOC will be available 
to receive traffic at wb3kas[at]winlink.org. 

Measures 

1. How many stations checked into the Target Emergency Net in the 
Western Region? 
2. How many stations checked in using emergency power? 
3. How many ICS-213 messages were passed on the Target Emergency Net? 
4. Number of digital messages received by the branch EOC’s, SEC and 
SM? 
5. How many counties were represented by weather reports? 
6. How many counties were participating in the SET? 
7. How many EOC’s were staffed during the SET? 
8. How many ARES members were reported trained in ICS-100,200 & 700?
