Good Evening,

 

Drill night is rapidly approaching.  Right up front I would like to thank
each and everyone for signing up to support ARES 2nd Quarter Emergency
Preparedness Coalition Hospital Drill.

 

Plan to be on time to your assigned locations.  Better yet, plan a little
extra time to avoid the set up rush and perhaps chat with us a bit on the
air.

 

Many of you will no doubt be happy to see a real short plan this time.  Your
wish has finally come through.  The reason is quite simple.  In the past, I
have laid out the complete EmComm picture with all the details, making it a
rather large plan, but an easy drill.  We must stop doing this and start
"showing up for work" with no idea what is expected of us, because when "it"
really happens, we won't know. . .until we go.  Think about this for a
while.

 

As you will see in the EmComm Picture attached to this email, we are using
three sub-net control stations, North Comms, Central Comms, South Comms plus
Hugh W9WNH on the regular ARES 2 meter net.  This is the "Multi Sub-net
Feasibility Study."  We are trying to divide and lessen the "net control
overload" factor that has been pointed out to us in the ARES Mutual Aid
Drill and again in the ARES Super Drill.

 

As you see on the picture we have asked Talbot (TALB) and Calvert (CALV) to
play with us.  TALB will be trying to check into our 15, 23, and 61
sub-nets.  CALV probably will try as well.  Everyone must listen up for
these counties.  They may be scratchy into the repeaters so don't give up on
them.

 

All stations in the sub-net will stay on their individual sub-net frequency
and will be under the control of their own NCS.  Only NCS is allowed to move
off as required.  NCS will advise the Drill Incident Commander (IC) of any
changes in NCS.  NCS will appoint an Alternate NCS to cover the net in his
absence.  Alternate NCS will check in with the other sub-nets and the IC
immediately after assuming NCS.

 

Sub-net NCS and each support entity will keep detailed logs.  Make use of
your down time to update and keep current the logs.  This very important, as
this is my only insight into the inner workings of what is going on out
there.  Pleas don't scribble you logs and scan them into a pdf file.  That
makes way too much work for me.  Text file, Word doc or any other medium
when I can block and copy will do just fine

 

All radio transmissions will begin and end with "This is a Drill."  No
exceptions.

 

ARES is using several repeaters at the good graces of the following:  

 

Southern Maryland Amateur Radio W3SMR - 147.150

Central Maryland Repeater Group - 440 Linking System

WB3GXW Repeater (Auto Patch) - 147.225

Green Mountain Repeater Association K3GMR - 146.61

Prince George's County Emergency Radio Association K3ERA - 145.23

 

Sub-net NCS will periodically announce their presence on their assigned
repeater frequency, disclose who they are and what the net is about.  NCS is
encouraged to ask for checkins from the local hams in the area of the
repeater and thank the host for the use of their repeater.  (Just like we do
on our Tuesday night nets.)

 

We will be testing a new concept of using a Bulletin Board to access a
Document Vault in Waldorf.  Since ARES has not been fully trained on the
system the idea behind this is that if we are deployed, say from work, and
do not have our EmComm forms with us, how do we get the items needed to
conduct emergency communications?  KB3KOW, Bob, is working on this system
and will be the keeper of the documents in this drill.  When perfected, I
hope to have this in place around the county and perhaps introduce it at the

Section level.

 

NCS NX3SS AND N3XKJ will operate from home, as will our "ground station"
W3CB.  ARES EC will be at Collington and the RACES RO will be at the County
EOC.  I will play the role of the Incident Commander for the drill.

 

HF will have a play in the Drill.  Spence on 40m and Cliff on 80m both
manning Winmor and P2P. 

 

I don't see how we can have an after action meeting to discuss the success
of the drill, so I am asking all to forward me comments for discussion at
the April ARES meeting.
