[CAham] Will new cell-phone law effect mobile ops?

   So far here on Guam I havent seen or heard of too
many getting nabbed for the use of cell phones but
apparently part of the base is you can't drive with
those Ear buds sticking out your ear and this includes
walking around the streets. But in the Malls like
Kmart many are using them and there hasn't been any
problems.
