[Boatanchors] OT: SOFT-START VS IN-RUSH LIMITER

Would like to QSO "off list" with a knowlegeable electrician familiar with this area on a problem with my A/C air handler.  I'm being told by my dealer that you can't control a blower motor with a soft-start.  Both the web & "AI" say differently.  Whose right?
