[Boatanchors] Jennings RJ1H-26N877 Vac Relay

Have one of these in my junkpile with one of the coil terminals broken off.
Turns out you can remove the coil and replace it, was gonna do that but
I dont have continuity from the NC to COM contacts with it de-energized.

Is it shot or do vac relays need power applied?
