[Boatanchors] Kenwood TS-530SP

I became the owner of a Kenwood TS-530SP transceiver on Saturday, supposedly working. The
Receive seems to work OK.
Observations below, I have not removed any boards or attempted to measure any resistances, screen voltages, etc. Before I really get into this, any help would be appreciated.
1. There is no RF output indicated following tuneup procedures in the manual.
2. ALC is not working on 1.8, 18, and 24 Mhz. All other bands the ALC is OK, and is controllable with the carrier control and tunable with the Drive control.
3. Receive drops on activating the Send switch.
4. Send appears OK, and side tone is audible., even with the Send switch up.
5. There is no plate current, no drop in plate voltage with keying.
6. HV measures 880V.
7. All tubes 6146s, and a 12BY7A test OK on a Hikock 600 tube tester.
8. Fan works OK.
9. HV drops to about 75V after about a minute on hitting power switches.
What am I missing? Any one ever encounter similar issues with this beast?
