     I have to double check but think my TV-7 will test gas regulators. 
I also have a Weston tube checker but its in the garage, I will check it 
later but think it also will test regulator tubes. The TV-7 uses the 
filament settings to test for strike voltage.
    The 5651 is not an exotic tube. It is used in many instruments as a 
voltage reference for electronic regulators. It is probably never used 
as a direct regulator like an OA2 or OB2 but rather the provide a 
precise voltage source for a comparison regulator.  I am not sure of the 
0G3, it might be an alternative type number. I posted a URl for a data 
sheet. The earlier version of the TS-505 used neon lamps with bayonet 
bases while the 5651 is a seven pin miniature tube.
    If the tubes do not light up and glow check the voltage on them. The 
data sheet will tell you the correct pins to check. Gas regulators very 
rarely go bad. The sustained voltage on these is 86 volts and the older 
neon lamps are 85 volts, not significant.
     The 0G3 appears to be identical. A data sheet is at:

    The socket connections are the same as for an 0B2
    You can use the settings for the 0B2 but look for a regulated 
voltage of 86 volts instead of 108 volts. Method of measurement should 
be the same.
