Rubber glue would not hold the two together nor would hot melt glue. Epoxy  can be easily removed by warming with a heat gun or perhaps even a hair dryer.
20 years from now hams will be collecting Radio Shack handhelds and Baofengs.

You might consider not epoxying the shell back together. In 20 years, those new caps will also have to be replaced. Maybe make it easier for the next guy? Maybe rubber cement or 3 drops of hot glue. Something removable...just a thought.

I have found by far the best, least expensive and easiest solution is to use a razor saw  to open the can at its base, throw out the junk inside and install new  electrolytics. A bit of foam rubber to stabilize the caps and re-epoxy the bottom to the can. I then put a label on the top of the can with the date I resuffed the cap. See images 4, 5 and 6. as an example:
