I like using a sharp pipe cutter. It's also handy to have some tiny drill bits to run passages through the old base material (usually a phenolic) for the new wires. Wrap them around the old solder tabs, near the base. It's kinda satisfying to do.

I have found by far the best, least expensive and easiest solution is to use a razor saw to open the can at its base, throw out the junk inside and install new electrolytics. A bit of foam rubber to stabilize the caps and re-epoxy the bottom to the can. I then put a label on the top of the can with the date I resuffed the cap. See images 4, 5 and 6. as an example:
