If that 1 ma movement meter was made by one of the major manufacturers, Simpson, Weston, etc, you may be able to find another 1 ma meter of the same size made by that same manufacturer that you could removement the movement from, swap out the 1 ma card for your tube tester meter's card, and insert the borrowed movement and card into the old tube tester meter's case.  If the new movement measures less than 160 ohms, you could add some series resistance externally.  I've done that more than a few times with good results.
