It might be worthwhile to make the first hole a very small pilot hole. A tiny bit will probably be easier to center on the dimple & give a better target for a larger bit.

Layout the front, full size, on paper, possibly using graph paper.
Attach the paper to the front panel, possibly using rubber cement.
Using a sharp center punch, punch a dimple into the center of each hole.
Using sharp drill bits in your drill press drill the required holes 
using the punched dimple to keep the drill bit centered.
Insert the drill bit as deeply as you can into the chuck to prevent the 
bit from wandering.

This should provide the required results.

If you can find them, you could use centering bits.
These are normally used on a lathe.
