[Boatanchors] YAESU FT-100 HELP

I'm checking out an old FT-400 for a friend, and ran into something
unexpected.

The transmit power output in the CW mode is pretty reasonable, but it's
Zero on 160, 80, 17, and 12m.  I hear the CW sidetone, but there's no
output power, no change in current, and there's an icon on the left side of
the display that indicates I'm trying to transmit out-of-band (which I'm
not).  The RF Output is connected to a Bird wattmeter which is connected to
a 50 ohm dummy load.

I checked the functioning of the "out of band" indicator by transmitting
in-band and just outside the band.  It does what you would expect:  there's
output power in-band, and no output power plus the "out-of-band" indicator
when outside the band edge.

I checked the Settings on a band that works with the settings on a band
that doesn't, and can't see any differences.

I started on a band that worked, and continuously tuned manually to a
problem band.  The band that worked still worked, and the problem band
still didn't work.

I've tried transmitting on several frequencies across the band with the
same "out of band" indication.

I called Yaesu, but they didn't have any suggestions.

Hoping someone here can point me to a solution.
