[Boatanchors] VTVM rebuild

I feel the same way about my VTVM's - have way to many sitting around (most
Heathkits - some even work!!). Just stumbled over an Eico 232 I own and
decided to give it a close look and it is in pretty nice shape! So moved
it to the top of the pile to restore.
